Salisbury, Maryland | April 30, 2026
On April 30, 2026, the International Institute of Technology, Education, and Leadership (IITEL) partnered with the Maryland Department of Labor's Correctional Education Division of Special Education to strengthen institutional capacity for the ethical integration of generative artificial intelligence within correctional education.
As part of this engagement, IITEL provided strategic guidance to help special education professionals evaluate how emerging AI technologies can be responsibly integrated into educational practice while safeguarding learner rights, educational quality, and institutional integrity. The engagement emphasized that successful AI integration requires more than technical proficiency—it depends on governance, ethical decision-making, and the capacity of educators and institutions to use technology responsibly.

Recognizing the unique instructional and operational environment of correctional education, IITEL facilitated discussions on the opportunities and limitations of generative AI in supporting teaching, learning, accessibility, and administrative effectiveness. Participants explored governance considerations related to privacy, accessibility, bias, copyright, academic integrity, human oversight, and the responsible use of AI in educational settings.
Through applied case studies and collaborative dialogue, educators examined practical frameworks for assessing when AI can enhance instructional practice and when professional expertise must remain central to decision-making. The engagement reinforced the importance of aligning emerging technologies with educational purpose, institutional values, and the diverse needs of learners.
The partnership reflects IITEL's mission to help education, government, and workforce organizations build the knowledge, leadership capacity, and governance foundations necessary to navigate emerging technologies with confidence. Rather than focusing solely on technology adoption, IITEL works alongside institutions to strengthen the systems, policies, and organizational capabilities that enable responsible and sustainable innovation.
"Emerging technologies create new opportunities, but lasting impact depends on an institution's ability to govern their use thoughtfully. Responsible AI integration begins with people, sound policy, and a shared commitment to educational excellence."
— Dr. Karla Bailey, Founder & Executive Director, IITEL
